Attachment #1: Resolution

PURPOSE:

The purpose of this resolution is to award a construction contract to Terry Spell Mechanical Services, Inc. Autryville, North Carolina, in the amount of $1,190,000 for the Signal Preemption for Emergency Vehicles Phase II Project (“Project”).

BACKGROUND:

The Project will upgrade traffic signal controls at 51 intersections, including new preemption equipment and associated radio/GPS equipment for 51 emergency vehicles. This Project is a partnership with the City of Wilmington, New Hanover County, and Novant Health, Inc., allowing select emergency vehicles to share use of all signal preemption equipment throughout New Hanover County. This will allow participating emergency vehicles, including fire department trucks and ambulances, to reduce the risk and response time to emergencies.

The Project was advertised for bid on January 12, 2026, and bids were opened on February 10, 2026. Three bids were received. Terry Spell Mechanical Services, Inc. (“Spell”) was the lowest responsive, responsible bidder with a bid of $1,190,000, which is within ten percent of the engineer’s construction revised estimate, as required by the North Carolina Department of Transportation (“NCDOT”) and the Federal Highway Administration (“FHWA”).

This Project has federal Surface Transportation Block Grant Program- Direct Attributable (“STBGP-DA”) funds from the Wilmington Urban Area Metropolitan Planning Organization (“WMPO”), with the required twenty percent local match funded through the two partner agencies, where New Hanover County Fire Rescue is committed to contribute $149,061 and Novant Health, Inc. is contributing $154,419 towards the Project.

BUDGET IMPACT:

The budget impact of awarding the construction contract is the utilization of grant funds appropriated to the Project through NCDOT to cover 80% of the Project costs, with the remaining 20% match committed by New Hanover County and Novant Health, Inc. The funding also includes $17,649 in credit from the City, shared between the County and Novant.
