Attachment #1: Ordinance |
PURPOSE:
This ordinance adds two positions, a Transportation and Mobility Planner, and a Transportation Project Engineer, to the General Fund for FY26.
BACKGROUND:
Approximately 40,000 people die in U.S. motor vehicle crashes each year, serving as one of the leading causes of death in the United States. Since January 1, 2025, nine people have lost their lives in a motor vehicle accident in the City of Wilmington, including six pedestrians and one bicyclist. Vision Zero is the concept that traffic deaths and serious injuries are unacceptable and a holistic strategy aimed at eliminating all traffic fatalities and serious injuries suffered by road users while increasing safe mobility for all.
A companion resolution adopts a goal of eliminating all traffic-related deaths and serious injuries by 2036. To achieve this goal, the resolution also:
• Adopts a Vision Zero Policy;
• Directs the City Manager to appoint a Vision Zero Task Force;
• Directs the Vision Zero Task Force to develop and present a Vision Zero Action Plan to the City Council; and,
• Directs the City Traffic Engineer to proceed with implementing safety measures identified in the Walk Wilmington Plan and seven traffic calming projects on Rogersville Road, Tanbridge Road between Eastwood Road and Wells Road, Charter Drive, Carl Street, Jeb Stuart Drive, Wallington Road/Lancaster Road, and Burnett Boulevard while the Vision Zero Plan is being developed.
To facilitate implementation of the Vision Zero initiative, City Council is asked through this ordinance to increase the authorized strength for FY26 by two positions to 965.06 to include a Transportation & Mobility Planner and a Transportation Project Engineer.
