PURPOSE:
The attached resolution authorizes the City Manager to execute a one-year agreement with Piedmont Service Group, LLC (“Piedmont”) for preventive maintenance, repair, and emergency services for HVAC and building automation control (“BAC”) systems at Skyline Center.
BACKGROUND:
The Skyline Center is a critical municipal facility that houses multiple City departments and serves both City employees, tenants, and the public. Proper operation of the building's BAC and HVAC systems is essential to maintaining occupant comfort, indoor air quality, operational reliability, and energy efficiency. The proposed agreement with Piedmont provides comprehensive preventive maintenance, inspections, diagnostics, testing, calibration, emergency response, repair services, and BAC support. Routine preventive maintenance will help maximize equipment reliability, reduce unexpected failures, extend the useful life of major building assets, and minimize service interruptions.
Pricing for these services was obtained through the OMNIA Partners cooperative purchasing program. City staff reviewed pricing and obtained three quotes from qualified service providers. Following an evaluation of the proposals, Piedmont was determined to offer the best overall value based on qualifications, technical capabilities, the number of local technicians, and service approach. The proposal is for one year with the option to renew for two additional one-year terms, subject to annual budget appropriations and contractor performance. The agreement includes an annual preventive maintenance cost of $127,074 and a not-to-exceed repair allowance of $30,000 per year to cover unforeseen repairs, replacement parts, emergency service, and other work outside the preventive maintenance scope.

BUDGET IMPACT:
Funding is available in the Asset & Property Management FY27 budget. The total authorized annual contract amount is not to exceed $157,074.
