PURPOSE:

The applicant is requesting a Special Use Permit for modification and expansion of an existing private recreation facility located at 4950 Holly Tree Road and 304 Westchester Road.

BACKGROUND:

The site currently contains the existing Holly Tree Racquet Club, which consists of 10 tennis courts, a swimming pool, and clubhouse building. The Holly Tree Racquet Club was approved for construction on February 5, 1994, and is considered a legal nonconforming use. Any modification or expansion to the use requires a Special Use Permit. The proposal includes maintaining two of the existing tennis courts and converting the remaining tennis courts into 10 outdoor pickleball courts, renovating the 5,776 square feet clubhouse, and adding a 33,375 square-foot indoor pickleball facility. The site is currently zoned R-15, Moderate-density single-dwelling residential district. Private recreation facilities are permitted in the R-15 zoning district with a Special Use Permit. Private recreation facilities are defined in the City’s Land Development Code as a facility that is restricted to use by members and their invited guests, including country, golf, and tennis clubs. This also includes athletic fields and stadiums not classified as a public park.

The Comprehensive Plan states that areas well-suited for infill development should be redeveloped in a way that maintains or enhances the desired character of the neighborhood in which it is located and improves the overall quality of life in the vicinity. Development should occur in a compact pattern that reinforces the efficient provision of public services and utilities, improves the performance of the transportation network, preserves open space, and reduces negative impacts of low-intensity and noncontiguous development patterns.
