PURPOSE:
The purpose of this ordinance is to appropriate funding awarded by the North Carolina Parks and Recreation Trust Fund Accessible Parks Program Grant to support the replacement of the Fit For Fun Center’s outdoor playground with an ADA accessible playground, play surface, and fence.
BACKGROUND:
The Fit For Fun Center, located at 302 S. 10th Street, is a recreation facility where children ages 0-5 and their families are offered a diverse range of structured activities and programs, a large indoor play area with slides, tunnels, and various ride-on toys, and an outdoor playground. The Fit For Fun Center’s outdoor playground was installed in 2002, receives a high volume of use, and is not fully ADA accessible. Outdoor playground structures are recommended to be replaced every 15-20 years.
The Accessible Parks Grant Program provides $12.5 million in matching grants for parks and recreation facilities to benefit people living with disabilities in North Carolina. This program is administered through the Division of Parks and Recreation and the North Carolina Parks and Recreation Trust Fund. The City was awarded a grant in the amount of $237,618. Each grant recipient must match the grant with at least $1 of local funds for every $5 in grant funds. The required grant match of $56,382 is available in the Public Improvements Fund.
