PURPOSE:

The purpose of this ordinance is to appropriate funds from the U.S. Department of Housing and Urban Development (“HUD”) HOME Investment Partnerships Program - American Rescue Plan (HOME-ARP) program.

BACKGROUND:

As an entitlement city under HUD, the City of Wilmington was allocated $2,513,506 through the HOME-ARP program. The City of Wilmington prepared an allocation plan for the use of the HOME-ARP funds, which was approved by City Council on the March 7, 2023, and approved by HUD on May 16, 2023.

The allocation plan included consultation with homeless service and shelter providers, as well as public input, needs assessment, and collaboration, and it established the use of up to $2,113,506 for Supportive Rental Housing ("SRH") development, with a preference for housing unsheltered persons, specifically chronically homeless. Following an RFP, a resolution authorizing the City Manager to enter into an agreement with Good Shepherd Ministries of Wilmington, Inc. and Lakeside Partners of Wilmington, Inc., a subsidiary of Good Shepherd Ministries, was adopted by City Council on April 16, 2024, for the development of supportive rental housing to develop 32 units designed to serve the needs of extremely low-income single persons.

Additionally, $350,000 has been allocated for supportive services, and $50,000 for non-profit capacity building, which will be awarded later.
