PURPOSE:
The purpose of this resolution is to authorize the Mayor to enter into an agreement with the Wilmington Urban Area Metropolitan Planning Organization ("WMPO") and Cape Fear Public Transportation Authority ("CFPTA") to provide Section 5303 Planning Grant funding to CFPTA.
BACKGROUND:
The WMPO is the recipient of Federal Transit Administration 49 U.S.C. § 5303 transit planning funds for the urbanized area (“UZA”). The City serves as the lead planning agency ("LPA") for the WMPO. NCDOT receives funds from the Federal Transit Administration ("FTA"), which includes funds that are made available to the WMPO to support a continuing, cooperative, and comprehensive (“3‑C”) transportation planning process.
For FY26, the WMPO is eligible to receive Section 5303 funding in the amount of $91,718 (federal) and $11,464 (state) from the FTA and NCDOT, respectively, with a required local match of 10% totaling $11,466. The total Section 5303 award is $114,648.
On September 9, 2025, the Wilmington City Council authorized the City Manager (on behalf of the WMPO) to enter into an agreement with NCDOT for Section 5303 Planning Grant funds for FY26.
On September 24, 2025, the WMPO’s Board supported entering into an agreement with the City of Wilmington and CFPTA to provide Section 5303 funding in the amount of $78,503 to CFPTA to complete public transportation planning activities within the WMPO’s UZA.
