Attachment #1: Resolution

PURPOSE:

The purpose of this resolution is to award on-call contracts for professional services that provide a full range of design services required for projects related to park facilities and amenities, multi-use trails, and landscape architecture to five firms, for initial terms of three years each, with additional two-year extensions available.

BACKGROUND:

On-call contracts are permitted under N.C.G.S. §143-64.31, and are defined as contracts that allow a city to pre-select firms for specific needs and then, for each project, select the firm best suited to the project's needs. Pre-selecting the firms allows a city to proceed with projects more quickly than under ordinary circumstances and saves a city and the contractor significant time and money by requiring only a single Request for Qualifications (“RFQ”) submittal instead of one for each project.

Once staff identifies a project and funding has been secured, the pre-selected firm will be requested to provide a draft scope of services and fee. Once the scope and fee are agreed upon by the firm and City staff, the formal award of that project will be presented to Council for consideration if the fee amount exceeds the City Manager’s authority for professional services contracts.

Eighteen RFQ responses were submitted to the City. Based on project and personnel experience in the proposals submitted, staff is recommending the five firms listed below to be on-call contractors for park facility and amenity projects.

1.                     Susan Hatchell Landscape Architecture, PLLC

2.                     Bolton & Menk

3.                     Design Workshop, Inc.

4.                     Dewberry Engineers Inc.

5.                     Michael Baker Engineering, Inc.

The above-mentioned firms were selected based on the following information:

1.                     Experience requested in the RFQ related to park facilities and amenities, landscape architecture, master plans, public engagement, geotechnical, surveying, site design, technical documents preparation, utility coordination, local/state/federal guideline adherence, permitting, cost estimation, scheduling, and bidding and construction phase services.

2.                     Review by a panel of City staff, including Parks & Recreation and Engineering personnel.
