PURPOSE:
The purpose of this resolution is to award a construction contract to Wells Brothers Construction Co., Inc., of Turkey NC, in the amount of $3,864,253.74, for the Greenville Loop Trail, Section 2 project (Project).
BACKGROUND:
The Project is included in the City’s Transportation Bond Program, and is identified as Section 2 in the attached multi-use path diagram, spanning the distance of approximately 1.6 miles from Pine Grove Drive to Old Military Road. The improvements include, but are not limited to, a new 8- to 10-foot-wide asphalt trail, accessible ramps, upgrades to the Bradley Creek Elementary intersection with a new traffic signal and pedestrian features, utility coordination, drainage, multiple commercial driveways, signage, and pavement markings.
The Project was competitively bid through the City’s Purchasing Department, with Wells Brothers Construction Co., Inc. being the lowest responsible responsive bidder at $3,864,253.74.
The 1.0-mile Section 1 from South College to Pine Grove Drive, along Holly Tree Road, is complete, and the 1.4-mile Section 3 along Greenville Loop Road from Old Military Road to Park Avenue is currently being bid. The 0.3-mile Section 4, along Pine Grove Drive, will be constructed with the Pine Grove South Intersection Improvements and is expected to bid this fall. Once all sections are complete, the Greenville Loop Trail will consist of 4.3 miles of new multi-use path connecting the Central College Trail to the River to Sea Bikeway.

BUDGET IMPACT:
The budget impact of awarding this contract is $3,864,253.74 in total, and includes $3,700,000 from various other Transportation Bond projects, as well as the Bike/Pedestrian Contingency and Roadway Contingency projects. An accompanying ordinance lays out the various funding sources to be used.
