PURPOSE:
The purpose of this resolution is to authorize the City Manager to renew a three-year contract with Genuine Parts Company of Atlanta, Ga. (“GPC”), for the management and supply of the Fleet Parts Department.
BACKGROUND:
N.C.G.S. §143-129(e)(3) provides an exception for purchases made through a competitive bidding group acquisition program, such as the National Joint Powers Alliance (“NJPA”), that offers competitively obtained purchasing services at discount prices to public agencies.
Pursuant to a competitive bidding and selection process by Sourcewell (f/k/a NJPA) (“Sourcewell”), a Minnesota-based service cooperative, Sourcewell and NAPA executed contract #110520-GPC on December 23, 2020 (“Original Sourcewell Contract”) to establish a source of supply for certain auto, truck, and bus parts, as well as to provide integrated business solutions services. Sourcewell, members, and user agencies are authorized to utilize the pricing and incentives available to Sourcewell members, as set forth in the Original Sourcewell Contract. On December 26, 2024, pursuant to a competitive bidding and selection process by Sourcewell, Sourcewell and NAPA executed contract #090624-GPC, pursuant to which NAPA may continue to provide a source of supply for certain auto, truck, and bus parts, as well as to provide integrated business solutions to user agencies (“New Sourcewell Contract”).
The City is a user agency under the New Sourcewell Contract and has been in contract with GPC for several years to provide parts and supplies to maintain and repair fleet vehicles. This resolution would authorize the continuation of these services.
Fleet Benefits include the elimination of overhead stock costs because Fleet is not billed until the item has been used, parts are billed at cost plus 10%, and the elimination of parts obsolescence.
