PURPOSE:
The purpose of this item is to convene a public hearing regarding the Annual Action Plan, prepared by the Community Development and Housing Division of the Housing and Neighborhood Services Department, for the period from July 1, 2026 - June 30, 2027, as required by the U.S. Department of Housing and Urban Development (“HUD”) for jurisdictions receiving Community Development Block Grant (“CDBG”) and HOME Investment Partnerships Program (“HOME”) funds, among other HUD funds.
BACKGROUND:
The Annual Action Plan furthers the goals and objectives identified in the adopted Five-Year Consolidated Plan for FY 2023-2027. Before plans are submitted to HUD, citizens must be provided with an opportunity to review the plan and provide comments.
The Annual Action Plan uses the FY 2026-2027 grant allocations from HUD. The grant allocations are not available at the time of their publication. As in previous years, there may be slight differences in the funding amounts provided in the CDBG and HOME programs.
A draft of the Annual Action Plan for the Period July 1, 2026 - June 30, 2027, was prepared and made available for public comment beginning March 12, 2026, and will remain available through April 10, 2026. The purpose of the 30-day public comment period and the public hearing is to provide citizens with ample opportunities to provide input on the draft plan, both verbally and in writing. In accordance with 24 CFR 91.15, the Annual Action Plan must be submitted to HUD 45 days before the start of the City’s fiscal year, or no later than August 16. The final Annual Action Plan will be submitted for approval by City Council at the Council’s May 5, 2026, meeting.
While local governments develop their own programs and priorities for allocation of resources, all activities included in the Annual Action Plan must address at least one of three statutorily required HUD program goals:
• Decent, Affordable Housing: Provide decent, affordable housing for the community’s lowest-income households, including those with special needs.
• Expand Economic Opportunity: Create economic opportunities for residents and businesses in low-wealth areas of the community.
• Suitable Living Environment: Improve the living environment/quality of life in low-wealth neighborhoods.
The FY2026-27 Annual Action Plan includes recommendations for the allocation of CDBG and HOME funds and other community development funds consistent with the FY2023-2027 Five-Year Consolidated Plan.
