PURPOSE:
This resolution requests the award of a construction contract for the Olsen Park Phase II project to Wells Brothers Construction Co., Inc. of Turkey, NC, in the amount of $1,787,499.
BACKGROUND:
This project is funded from the Wilmington Parks Bond Referendum, which among other projects, provided funding for the continuation of Olsen Park Phase II improvements. In September 2018, the existing maintenance facility at Olsen Park flooded during Hurricane Florence. The City of Wilmington (City) is receiving obligated FEMA funding to replace the facility. A new maintenance facility is being designed and constructed under a separate project.
The Olsen Park Phase II project, which includes a multipurpose field, four pickleball courts, an asphalt drive with 20 additional parking spaces, and approximately 3,600 linear feet (0.7 miles) of asphalt trail, was advertised for bid on August 21, 2024. A bid opening was held on October 8, 2024, and three bids were received. Wells Brothers Construction Co, Inc. was the lowest responsive and responsible bidder with a base bid of $1,764,712. There is sufficient funding to award Alternate #3, which will install conduit for future sports lighting of the multipurpose field and pickleball courts for $12,659, and Alternate #6, which will install electrical conduit and ground fault circuit interrupters (GFCIs) for future outlets at the multipurpose field and pickleball courts for $10,127. The total contract award will be $1,787,499.
The City and New Hanover County (“County”) entered into an Interlocal Agreement (“ILA”) for the development of Olsen Park on April 30, 2007. The ILA specified a credit to the County for its land contribution in Phase I and a 50/50 share of Phase II development costs, once any remaining credit of the County had been applied and offset by City expenses. As of November 2024, the County has a remaining credit amount of $233,394. This credit will be applied to the County’s fifty percent (50%) share of the construction contract, leaving $660,356 of the $1,787,499 total to be paid by the County, and the remaining $1,127,143 to be paid by the City.
