Attachment #1: Resolution |
PURPOSE:
The purpose of this resolution is to authorize the City of Wilmington, on behalf of the Wilmington Urban Area Metropolitan Planning Organization (“WMPO”), to enter into on-call contracts for transportation planning services with the following firms:
• HDR Engineering, Inc. of the Carolinas - Raleigh
• Kimley-Horn and Associates, Inc. - Raleigh
• Kittelson & Associates, Inc. - Raleigh
• The John R. McAdams Company, Inc. (dba McAdams) - Raleigh
• Stantec Consulting Services Inc. - Raleigh
• WSP USA, Inc. - Raleigh
BACKGROUND:
WMPO staff and a staff member from the North Carolina Department of Transportation's ("NCDOT") Transportation Planning Division reviewed eleven (11) proposals in response to the Request for Letters of Interest (“RFLOI”). Eight (8) consulting firms that submitted proposals were short-listed for interviews. Staff ranked each firm's submittal based on:
• Firm experience and expertise in the service areas;
• Demonstrated experience in performing similar work for NC municipalities/counties/MPOs or NCDOT;
• Professional qualifications of the project teams;
• Demonstrated ability to staff the projects and adequately meet varying schedules and demands.
The six (6) firms identified above are recommended based on the submitted proposals and interviews. The selected firms are pre-qualified with NCDOT in the service areas outlined in the RFLOI. The contracts will replace the previous on-call agreements for these services, which are set to expire at the end of this year. Staff recommends a two (2) year contract period with each of the recommended firms, with the option to extend the contract period for two (2) additional years.
On-call contracts will allow the WMPO to pre-select consulting firms that best meet the specific needs and expertise of its proposed plans and projects. Pre-selection of firms allows for an expedited contract process and to commence work sooner. Pre-selection also saves the City time and money by eliminating the need for the development of a Request for Qualifications (“RFQ”) and the associated selection process for each individual project.
The WMPO will identify a planning need or study and incorporate it into the WMPO's Unified Planning Work Program (“UPWP”). One of the pre-selected firms that meets the project's needs will be contacted and provided with a draft scope of services. The WMPO and the firm will agree on the final scope of services and the firm will submit a fee. Once the fee is finalized, the project will be awarded to the firm and a task order issued under the on-call contract.
