PURPOSE:

The purpose of this ordinance is appropriation of $8,896 into the City’s stormwater operating fund, for the purchase of an AquaRealTime Algae Tracker to be deployed in Greenfield Lake for water quality monitoring.

BACKGROUND:

These funds are being received as part of a donation from Cape Fear River Watch. The City Manager has the authority to accept donations up to $90,000. The Cape Fear Riverwatch donation will allow for the deployment of a second AquaRealTime Algae Tracker in Greenfield Lake. The City currently has one Algae Tracker deployed near the boat house (see attached map). This new technology represents a significant step forward in the City’s ongoing efforts to protect and improve local water resources.

The AquaRealTime sensor continuously monitors key water quality parameters, including temperature, dissolved oxygen, and algae levels. The sensor collects and transmits data around the clock, allowing City staff and environmental professionals to detect changes in water conditions. The sensor data collected will be accessible to City staff and shared with other local partner agencies (UNCW, CFCC, CFRW) via an online dashboard.

The dashboard enables staff, educators, and researchers to stay informed about the Greenfield Lake water quality conditions. Real-time data enables staff to make more informed decisions and track water quality trends over time. To date, using data from the current Algae Tracker, the City has been able to monitor certain algae levels for targeted algaecide applications at the lake.

Adding the second Algae Tracker will enhance data coverage within the 90-acre lake, reduce fieldwork, and support the City in its long-term planning to develop a proactive approach to managing the lake's water quality.

The deployment is part of the City’s broader commitment to environmental stewardship, stormwater management, and protecting water quality. It aligns with the goals of the City’s watershed and stormwater programs.
