PURPOSE

The purpose of this resolution is to award a contract for environmental services at the Flemington Landfill to Geosyntec Consultants of NC, P.C. (“Geosyntec”). If approved, this would be a three-year contract with the option for two (2) one-year extensions.

 

BACKGROUND:   

The City of Wilmington owns and operates the nCino Sports Park at 205 Sutton Steam Plant Road on the former Flemington Landfill Brownfields Property, which is subject to requirements of the North Carolina Department of Environmental Quality’s Brownfields Redevelopment Section (“NCDEQ BRS”).

 

To maintain compliance and protect public health and facility operations, the City must perform recurring environmental tasks, including:


• Quarterly Operation, Maintenance, and Monitoring (OM&M) screening
• Annual irrigation well sampling
• Annual reporting to NCDEQ BRS
• Annual Land Use Restriction Update (LURU)
• Response efforts associated with the methane system
• Other permit compliance needs

 

A Request for Qualifications (“RFQ”) for environmental services resulted in submissions from eight (8) qualified firms. City staff evaluated the firms based on qualifications and experience, the demonstration of prior successes with similar services and projects, and the capacity to handle the workload.

Funding is available in the FY27 annual operating budget.

To authorize the City Manager to award the contract for Environmental Services at Flemington Landfill to Geosyntec Consultants of NC, P.C. for three (3) Years with the option for two (2) one-year extensions.
