PURPOSE:
The purpose of this ordinance is to appropriate funds from the committed revenue accounts of Halyburton Park, the Davis Center, and the MLK Center. For Halyburton Park, the funding totaling $20,153 will be used for the installation of an interpretive mural and signage inside the nature center, interpretive signage for animal habitats and throughout the park, and park map signs located at the center and nature trail heads. For the Davis Center, $4,000 will be used to purchase a new refrigerator, tables, and chairs. For the MLK Center, $5,000 will be used to purchase tables, chairs, and supplies and materials for teen programs.
BACKGROUND:
The City of Wilmington’s fee schedule delineates certain fees collected for parks and recreation services to be set aside as revenue that shall be appropriated for improvements or maintenance at the facilities at which they were collected. The fees appropriated with this ordinance will be used to replace existing equipment and purchase new materials and supplies as a means of supplementing the department’s operating budget.
The Halyburton Nature Center Wall Mural base panel is 37’9” wide and 9’ 2.5” tall. There will be up to fifteen interpretive signs attached panel to panel on the base highlighting the park’s natural history, significance, habitats, and flora and fauna species profiles. Additionally, there will be up to seven interpretive signs for the new animal ambassador habitats inside the nature center, installed as part of the 2016 Parks Bond Project. There will also be seven interpretive wayside exhibit signs located throughout the nature preserve, highlighting the various natural communities and cultural history of the park.
The current refrigerator located in the Davis Center is no longer functioning properly and needs to be replaced. It is essential for storing food and refreshments for program participants, including the after-school program. Tables and chairs, which are used daily for various events, need to be replaced because they are in deteriorating condition and have reached the end of their life cycle. At the MLK Center, tables and chairs need to be purchased to accommodate the increased usage of the center for programs, events, and rentals. Supplies and materials are also needed for the addition of teen programs.
