PURPOSE

The purpose of this ordinance is to appropriate grant funding awarded by North Carolina Amateur Sports (NCAS) to support the purchase of athletic equipment for the Parks and Recreation Department’s Youth Athletics Program.

BACKGROUND:

NCAS is a §501(c)(3) non-profit organization established in 1983 to host the first sanctioned State Games of North Carolina in 1986 and the U.S. Olympic Festival in 1987. Today, it operates with the goal of promoting health and wellness for all ages and skill levels through organizing sporting events that enrich the quality of life and enhance the economic well-being of North Carolina communities. NCAS receives financial support from corporate sponsors, individual donors, and event revenues.

NCAS provided grants in FY25 of up to $20,000 per county for the purchase of sports equipment or for facility upgrades. The City of Wilmington applied for a grant to fund the purchase of basketball, baseball, softball, and flag football equipment. Staff requested $10,000, and the City was awarded $5,900.

Equipment to be purchased with grant funds includes basketballs and basketball trainers, baseball/softball pitching machines, agility ladders, and other athletic conditioning equipment.
