Attachment #1:  Resolution Authorizing Contract Award

PURPOSE:

The purpose of this resolution is to authorize the award of a professional engineering services contract to Kittelson & Associates, Inc. in the amount of $500,000, for the development of a Safe Streets and Roadways for All (“SS4A”) regional comprehensive Safety Action Plan for the Wilmington Urban Area Metropolitan Planning Organization (“WMPO”).

BACKGROUND:

The Bipartisan Infrastructure Law (“BIL”) established the SS4A discretionary program with $5 billion in appropriated funds over 5 years. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries. The SS4A program provides funding for two types of grants: planning and demonstration grants and implementation grants. Planning grants support the development of a comprehensive Safety Action Plan that identifies the most significant roadway safety concerns in a community and the implementation of projects and strategies to address roadway safety issues. SS4A requires an eligible Action Plan be in place before applying for a SS4A implementation grant to implement projects and strategies.

In 2023, the WMPO successfully applied for and received a $500,000 SS4A planning grant to develop a comprehensive safety action plan for the organization’s planning area. The City, on behalf of the WMPO, issued a Request for Proposals (“RFP”) for professional engineering services to develop the plan in July 2024, and received three complete proposals. The three proposals were reviewed by a selection committee based on the criteria stipulated in the advertised RFP, and the two highest scoring firms were interviewed in-person by the committee. The committee selected Kittelson & Associates, Inc. to develop the WMPO’s Safety Action Plan, finding the project team and proposal strategy aligned greatest with the expectations and needs of the WMPO.
