PURPOSE:
The applicant proposes to rezone the subject site from O&I (CD), Office and Institutional (Conditional District), and RB (Regional Business District) to O&I (Office and Institutional District).
BACKGROUND:
The ±6.69-acre site was previously two separate lots that have been combined into a single parcel. As the two original lots were located in different zoning districts, the site is now split-zoned, with the portion of the lot fronting on Military Cutoff zoned O&I (CD) and the rear portion zoned RB. The front portion of the site is occupied by a faith-based institution, and the rear is vacant.
The Comprehensive Plan identifies this site as within a High-Density Transition Area of Opportunity and along a High-Capacity Transit Corridor. The plan supports compatible infill, commercial development, and a mix of uses along major corridors that will improve access to goods, services, amenities, and housing options in the vicinity. Adjacent properties are zoned MD-17, High-density multiple-dwelling residential district, CB (CD), Community Business (Conditional District), and RB, Regional Business, with New Hanover County R-15, Moderate-density single-dwelling district, located on the other side of Military Cutoff. The site is adjacent to the Military Cutoff Multi-Use Path.
The Planning Commission held a public hearing regarding this general rezoning on June 3, 2026. No one spoke in favor of or against the request. No comments were received in advance of the meeting. The commission voted 5-0 to recommend approval of the request.
