Attachment #1: Resolution; Attachment #2: Facilities List; Attachment #3: RFP Evaluation Summary |
PURPOSE:
The purpose of this resolution is to award a service contract to BFPE International, Inc. (“BFPE”) for alarm system monitoring in the amount of $306,060. The contract includes upgrades, replacements, inspections, preventative maintenance, repairs, service calls, and other tasks and services as necessary to ensure safe, well-maintained fire and burglar alarm systems and elevator communications at thirty-six (36) City-maintained facilities (see attached list).
BACKGROUND:
City facilities serviced under this contract operate on the Plain Old Telephone Service (“POTS”) lines for fire and burglar alarm systems and elevator communications. The contract includes replacing the POTS lines with cellular service to enhance these critical communications systems’ reliability, security, and efficiency.
Through a Request for Proposal (“RFP”) process, the City received three (3) proposals for the service described above. An RFP evaluation team comprised of city staff reviewed and scored the proposals based on criteria outlined in the RFP. BFPE’s proposal was ranked the highest by the evaluation team. A summary of the RFP evaluation is attached.
This is a three (3) year contract, with the option to renew for two (2) additional (12) month increments. The contract allows for continued monitoring of the POTS lines while the upgrades take place (year one only), upgrades to each facility from POTS to cellular service (year one only), annual monitoring of the cellular service, quarterly fire alarm inspections, annual sprinkler system inspections, and an annual contingency for repairs and service calls. The annual costs are:
• FY26 - $123,826.00 (includes conversion from POTS to cellular)
• FY27 - $89,489.95
• FY28 - $92,714.45
budget
BUDGET IMPACT:
The cost for FY26 is $123,826, with the additional funding in years two and three being subject to annual budget approval process in those years.
