PURPOSE:
The purpose of this resolution is to authorize the City Manager to enter into a forty-two (42) month contract with Club Car, LLC to provide gas-powered golf carts for the Wilmington Municipal Golf Course (“Muni”).
BACKGROUND:
Muni’s current golf cart lease expires March 31, 2025. The City of Wilmington advertised a Request for Proposals (“RFP”) for a new golf cart fleet lease. Three proposals were received. Club Car, LLC (“Club Car”) is recommended to be selected based on service, repair plan, and price. With this new lease, Muni will be upgrading to carts with better seats and built-in GPS to allow for a better experience for golfers and better tracking of the golf carts by staff.
Club Car’s terms include 73 golf carts (70 without headlights, two with headlights, and one beverage cart) for $7,914 per month for 42 months. The monthly fees in the other two proposals were $8,471 and $11,720. The current lease, also with Club Car, is $4,345 a month. The increase for this fiscal year has been budgeted.
Staff has the objective of switching the golf cart fleet from gas-powered to electric. The City has a completed design for a cart barn which will be equipped with electric charging stations capable of supporting an electric golf cart fleet. Cart barn construction is targeted to begin in FY26, but is dependent on funding availability in the enterprise fund’s unassigned fund balance. To help support funding, staff is recommending a cart fee increase of three dollars, bringing the 18-hole cart fee from twelve to fifteen dollars, in the Parks and Recreation FY26 budget submittal. Club Car is agreeable to amending the lease to accommodate electric carts.
