PURPOSE:
The purpose of this resolution is to award a five-year contract to Cornerstone OnDemand, Inc. (“Cornerstone”), for an organizational learning management system (“LMS”).
BACKGROUND:
The City advertised a Request for Proposals (“RFP”) for an organizational LMS contract. Four (4) firms responded to the RFP, and Cornerstone was selected based on superior scoring in the evaluation criteria of system functionality, qualifications and experience, references, and cost. This initiative aims to centralize training resources, improve accessibility, and ensure consistent delivery of mandatory and professional development courses for all departments.
Currently, training methods vary between departments, relying on in-person sessions, paper-based materials, and decentralized digital resources. This fragmented approach leads to inconsistencies in training quality, reduced efficiency, and challenges in tracking compliance and employee progress.
This proposed LMS will standardize training processes and provide advanced reporting capabilities to monitor employee compliance and measure program effectiveness. Furthermore, it supports remote learning and enables employees to access training materials at all times.
The recommended LMS vendor was selected based on comprehensive feedback from all departments, ensuring that the chosen solution aligns with the City’s strategic goals and operational needs.
Approval of this purchase will allow the City to modernize its training infrastructure, promote employee development, and ultimately improve public service delivery.

BUDGET IMPACT:
The total contracted amount is $220,000 over a five-year period. The City will be billed annually in the amount of $44,000. Initial year funding will come from the General Fund account 10081100-545045. Future years’ funding will be contingent upon appropriate allocation made through the budget adoption process.
