PURPOSE:
The purpose of this resolution is to authorize the purchase of additional components for high-density mobile storage systems to accommodate property and evidence needs.
BACKGROUND:
The WPD maintains custody of thousands of items of property and evidence collected during criminal investigations, arrests, and crime scene processing. These items are stored within the Property and Evidence Division (“P&E”) until they are no longer required for criminal prosecutions and are authorized for release or disposition in accordance with applicable laws and departmental policies.
The secure storage and proper management of property and evidence are critical to the integrity of the criminal justice process. Evidence maintained by the department is essential to the successful prosecution of criminal cases and must be protected from loss, damage, contamination, or unauthorized access. Maintaining a secure, controlled environment preserves the chain of custody, ensures compliance with legal and evidentiary standards, and safeguards the admissibility of evidence in court proceedings. Continued investment in P&E supports effective risk management, protects the City's assets, and reinforces WPD's commitment to accountability, public trust, and the fair administration of justice.
Additional storage capacity is necessary to accommodate the increasing volume of property and evidence collected by P&E. Expanding storage capacity will ensure that all items are securely maintained in accordance with legal requirements, departmental policies, and evidence management best practices, while preserving the integrity of the chain of custody.
