Attachment #1: Ordinance

PURPOSE:

The purpose of this ordinance is to appropriate $3,701,766 of supplemental funds to the Greenville Loop Trail Section 3 project (“Project”) (2TRST1591).

BACKGROUND:

The Project is part of the City’s Transportation Bond program and is identified as Section 3 of the overall 4.3-mile Greenville Loop Trail. Following a public bid, Morgan Trucking and General Construction Inc. (“Morgan”), was identified as the lowest, responsible, responsive bidder in the amount of $3,724,358.90. The appropriation of these various Transportation Bond program funds, the Greenville Loop Sidewalk (from Shinnwood to Old Military) project funds, and the transportation motor vehicle tax will reconcile the current project funding gap, allowing for the award of the construction contract and providing an appropriate construction contingency.

This supplemental funding is available from the Transportation Bond’s deferred Pine Grove Drive at Oleander Drive and Macmillan Avenue Intersection Improvements project (2TRST1560/1563), the Racine Right Turn Lane project (2TRST1565), the Eastwood Road Access Management project (2TRST1550), the Roadway Contingency project (2TRST1569), the Greenville Loop Sidewalk - Shinnwood to Old Military project (2TRSW2310) and the Transportation Motor Vehicle Tax. The remaining funding for the contract already exists in the Project budget.

BUDGET IMPACT:

Funds for this ordinance in the amount of $2,123,048 will be transferred from within the current Transportation Bond program and $649,871 transferred from the Greenville Loop Sidewalk (Shinnwood to Old Military) project. The remaining $928,847 will be transferred from the Transportation Motor Vehicle Tax.
