PURPOSE:

The applicant proposes to rezone the subject site from a R-15, Moderate-density, Single-dwelling District to an RB, Regional Business District.

BACKGROUND:

The site includes two parcels, totaling approximately ±4.19 acres. The site is currently zoned as an R-15, Moderate-density, single-dwelling residential district, and is being used for boat storage, which is a non-conforming use. The site is primarily surrounded by commercial and institutional uses, including Blair Elementary and Noble Middle Schools, vehicle sales, and residential uses.

The comprehensive plan identifies this site as within a High-Density Transition Area of Opportunity and Mixed-Use Place Mixed Use Center. The plan promotes commercial development along major corridors, but also supports appropriate transitions along nearby residential neighborhoods.

The Planning Commission held a public hearing regarding this general rezoning on February 5, 2025. No one spoke in favor of or in opposition to the request. No public comments were submitted in advance of the meeting. After discussion, the commission voted 6-0 in favor of recommending approval of the request.
