PURPOSE:
The purpose of this ordinance is to appropriate funding that will allow the City to move $76,882 in American Rescue Plan Act ("ARPA") funds, including $18,639 to the 10th and Grace Streets Intersection Improvements Project ("Road Project"), and $58,243 to the Wilmington and Beaches Convention & Visitors Bureau ("CVB") Project ("Tourism Project").

BACKGROUND:
The City received $25,929,952 in ARPA funding from the U.S. Department of the Treasury. In 2021, staff presented an initial recommended funding plan to City Council and have continued to provide updates as adjustments to the plan have been made. These adjustments have addressed evolving community needs while supporting economic recovery efforts and the City's continued fiscal stability.

This ordinance appropriates $76,882 in unused funds from the Digital Divide Project to the Road Project in the amount of $18,639 and to the Tourism Project in the amount of $58,243. The initial ARPA funding plan allocated $250,000, with an amended supplemental allocation of $175,380 for the Road Project; however, as construction progressed and the project reached completion, the total project cost increased to $444,019. The initial ARPA funding plan allocated for the Tourism Project was $650,000; however, as the project progressed, the signage costs increased, the total project cost increased to $708,243.

The additional funds are being reallocated within existing ARPA projects, and in accordance with federal guidelines.
