PURPOSE:
The purpose of this resolution is to award a construction contract for Phase II of the Eastwood Road Access Management project (“Project”) to Highland Paving Co., LLC of Fayetteville, NC (“Highland”), in the amount of $2,430,216.60.
BACKGROUND:
A re-bid opening was held on July 9, 2026, with two bidders present. Highland was determined to be the lowest, responsible, responsive bidder.
Phase II of the Project spans approximately 0.5 miles and is located between the intersection of Rogersville Road and Eastwood Road and the intersection of Cavalier Drive and Eastwood Road. The improvements in the project include, but are not limited to, the addition of a landscaped center median on Eastwood Road, signal and pedestrian improvements, and the resurfacing of Eastwood Road between Rogersville Road and Cavalier Drive. Under a previously executed agreement, and as required by their development approval for their store on Eastwood Road, LIDL US is making a financial contribution to the project for the portion between Town Center Drive and Cavalier Drive.

There is no impact to the existing project budget, as there are currently sufficient funds in the project for construction.
