PURPOSE:
The purpose of this resolution is to authorize the City Manager to apply for a Boating and Infrastructure Grant ("BIG") from the Sport Fish Restoration and Boating Trust in the amount of $245,000 for the Hilton Bulkhead Corrosion Repair Project ("Project").
BACKGROUND:
The Project consists of repairing various areas of corrosion along approximately 830 linear feet of the Riverwalk bulkhead located in front of the Hilton Hotel at 301 N. Water Street. The work includes addressing multiple locations of steel deterioration and corrosion to restore structural integrity and extend the bulkhead's service life. Wilmington City Docks are immediately adjacent to the Riverwalk bulkhead in this area.
The BIG Program provides funding for the construction, renovation, or maintenance of boating infrastructure or infrastructure that directly supports eligible boating infrastructure.
The NC Department of Environmental Quality, Division of Coastal Management, is the designated State administrative agency for the BIG Program. The BIG Program has federal funding through the US Fish and Wildlife Service ("USFWS"), and requires a minimum twenty-five percent (25%) local match, but allows applicants to receive additional points for providing a local match that exceeds the minimum required 25%
This application will request $245,000 in USFWS funding and a proposed 51% local match of $255,000 from the City, for a total of $500,000, which meets the current Project estimate to cover anticipated construction and related costs. Fundin...
