PURPOSE:
Attached for your consideration is an ordinance to establish a speed limit of 25 mph on Swain Way (following transfer of title from NCDOT to the City of Wilmington) and 20 mph on Barnards Landing Road, Benton Road, Craddock Drive, Fox Sedge Place, Laughing Gull Terrace, Penzance Row, Tackabury Run, Walkfinders Court, and Swain Way, as shown in Exhibits A and B in the item package.
BACKGROUND:
On May 15, 2018, City Council delegated many items in the traffic schedules to the City Manager for administrative adoption. Setting speed limits was one responsibility retained by City Council. All streets within the City limits default to 35 mph, unless otherwise posted, per N.C.G.S §20-141(b)(1).
Swain Way was constructed as part of the NCDOT’s U-5710A project as a connector road from the Drysdale Drive Extension to the Eastport neighborhood.
The streets within Riverlights Del Webb Phases 4 & 5 are recommended at a 20 mph speed limit to support the City’s Vision Zero initiative through the Safe Systems Approach strategy of ‘Safe Speeds’. Based on the observed functional use of these neighborhood streets, a 20 mph speed limit is appropriate and consistent with updated Federal Highway Administration speed limit guidance.
