PURPOSE:
The purpose of this resolution is to authorize the City Manager to enter into a four (4) year agreement with LeadsOnline, LLC (“LeadsOnline”) for the continued purchase of Ballistics IQ equipment and software used by the WPD for gunfire discharge identification.
BACKGROUND:
The WPD has utilized this gunfire discharge identification system since 2022. The current contract is with Evidence IQ and expires June 30, 2027; however, WPD was notified in May of 2026 that Evidence IQ had been bought by LeadsOnline. LeadsOnline will provide the same service that the WPD currently receives from Evidence IQ. This purchase is based on standardization and compatibility with current equipment and is in accordance with the provision of N.C.G.S. §143-129(e)(6) as a sole-source exception to competitive bidding requirements.

BUDGET IMPACT:
There is no charge for the first year, FY27. The total cost of the contract is $109,230, with the following breakdown: $33,000 for FY28; $36,300 for FY29; and $39,930 for FY30. Each subsequent year is contingent upon approval of the annual budget.
