PURPOSE:
The purpose of this ordinance is to appropriate $42,900 in funds paid to the City by the New Hanover Tourism Authority (Authority) as reimbursement for improvements made to the Riverwalk Visitors Information Center (Visitors Center), located at the foot of Market Street.

BACKGROUND:
The Authority currently occupies and operates the Visitors Center to greet tourists and residents with information about downtown Wilmington and surrounding attractions. The Visitors Center has always been an open-air type building, without a heating or cooling system, which limited its hours of operation during periods of extreme heat or cold weather. At the request of the Authority, City staff assessed the feasibility of installing an HVAC system and the other improvements needed to sustain year-round operation.

In addition to a new HVAC system, insulation in the walls and ceiling, flood vents, and functional windows were required. The attached agreement was drafted by the City and executed by both parties in April 2025. The City subsequently invoiced the Authority in the amount of $42,900 for the completed improvements and has now received the funds. This ordinance allocates the reimbursement funds to the Public Improvements Capital Projects fund, which originally incurred the improvement expenses.
