PURPOSE:
The purpose of this resolution is to authorize the City Manager to add $140,300 in American Rescue Act Plan ("ARPA") funds to the Salvation Army Roadway Reimbursement Project ("Project").

BACKGROUND:
In 2024, the Salvation Army of Wilmington ("Salvation Army") and the City entered into an Agreement to provide $1,300,000 of ARPA funding as a reimbursement for the construction of a roadway. This new roadway leading to their new facility, the Center of Hope Shelter and Corps Community Center ("Center"), was constructed on 22 acres located at 1120 N. 30th Street. The Center is located within a Qualified Census Tract and will provide an array of needed services for the immediate area and community.

The eligible costs for reimbursement to the Salvation Army actually totaled $1,464,757.60 due to unforeseen circumstances, including increased construction costs. The City has a surplus of ARPA funds from the Digital Divide Project, which funds were allocated prior to December 31, 2024, and which came in under budget. Unused funds from an ARPA project may be reallocated if specific circumstances exist on another open ARPA project where funds were originally allocated prior to December 31, 2024, and pursuant to narrowly defined federal guidelines. The City desires to reallocate these surplus ARPA funds, in the amount of $140,300, to the Salvation Army for the Project.
