PURPOSE:

The purpose of this resolution is to allow the City Manager to enter into an agreement with Duke Energy for the necessary relocations of Duke facilities that conflict with the proposed Pine Grove Drive South Corridor Improvements.

BACKGROUND:

The Pine Grove Drive South Corridor Improvements is part of the City’s Transportation Bond Program. The project extends approximately 0.7 miles along Pine Grove Drive and includes the addition of a two-lane roundabout at the intersection of Pine Grove Drive and Greenville Loop Road, widening Pine Grove Drive to three lanes between Greenville Loop Road and Beasley Road, the addition of a multi-use path, and upgraded traffic signals at the Holly Tree Road and Beasley Road intersections.

During the design of the proposed improvements, the existing infrastructure in the project area was evaluated. A significant amount of the Duke Energy-owned utility poles are in conflict with the proposed improvements, primarily due to the widening of Pine Grove Drive. It was confirmed that Duke Energy has prior rights in this area, and therefore, the City will bear all costs associated with relocating Duke’s facilities as a result of the City’s project.

BUDGET IMPACT:

The total budget impact of the utility relocations to the project is $1,502,103.34. The companion Ordinance identifies the affected project funding sources.
