PURPOSE:
The purpose of this ordinance is to amend City Code Section 12-28, the Domestic Animal Waste ordinance, to enable governmental entities engaged in legitimate government activities to be exempt from animal waste requirements.
BACKGROUND:
The City currently has domesticated animals working in both the fire and police departments. Additionally, the City staff desires to use livestock to help manage noxious weeds and vegetation on City property and/or in the City's right-of-way. The use of livestock to maintain vegetation in certain settings has been recognized by communities in North Carolina and beyond as an effective alternative to mechanized equipment in certain settings. Approval of this ordinance will exempt domesticated animals working for a government entity from the current City Code animal waste restrictions.
