PURPOSE:
The purpose of this resolution is to authorize the City Manager to enter into a contract with C.W. Williams and Company LLC (“C.W. Williams”) of Rocky Mount, NC, for $157,200 for the purchase of 208 sets of mission-ready gear.
BACKGROUND:
With the adoption of the FY27 budget, City Council authorized funding for the purchase of mission-ready pants and coats for WFD to wear in place of structural firefighting gear at non-fire scenes. The protective coats and pants provided for in this resolution are for every uniformed member of the WFD.
Protective coats and pants reduce the time firefighters need to wear their interior firefighting gear. This helps reduce heat stress associated with wearing heavy interior gear, limits PFAS exposure, and reduces overall wear and tear on more expensive interior firefighting gear.
N.C.G.S. §143-129(e)(3) provides for an exception to the procedures for letting public contracts if purchases are made through a competitive bidding group procurement program, which is a formally organized program that offers competitively obtained purchasing services at discount prices.
Sourcewell Cooperative Purchasing Agreement conducted a full and open competitive solicitation for this equipment and awarded the contract to CW Williams of Rocky Mount, NC
