Attachment #1: Ordinance

PURPOSE:

The City of Wilmington is requesting funds to provide 564 new 800 MHZ radios to replace existing equipment in the amount of $9,135,132, which includes $8,228,407 for the acquisition of the radios and $906,725 for a five-year subscription.

BACKGROUND:

The radios that are presently in operation have reached the end of their life cycle, encountering significant failures that results in the loss of all encryption keys, thereby rendering the radios ineffective and becoming non-functional with the North Carolina Time-Division Multiple Access channels.  Additionally, the new subscription allows for automatic technology downloads rather than the manual downloads that are required with current equipment, which will save hundreds of hours of labor over the lifespan of the radios.

budget

BUDGET IMPACT:

Funds in the amount of $9,135,132 will be appropriated to the Fleet Fund and the General Fund. Funding will come from various fund balances, including the General Fund and the Fleet Replacement Fund. A portion totaling $2,228,407 will be reimbursed through installment financing via Limited Obligation Bonds in the Spring of 2026.
