PURPOSE

The attached ordinance appropriates funding from the State of North Carolina for the implementation of the Local Law Enforcement Bonus Program.

 

BACKGROUND:   

In July 2026, the North Carolina State Bureau of Investigation (SBI) announced the implementation of the Local Law Enforcement Bonus Program established by Section 41.3 of Senate Bill 257 (2026 Appropriations Act).  It provides that eligible sworn local law enforcement officers are to receive a compensation bonus “payable as close as is practicable to October 15, 2026." Accordingly, the SBI is working toward issuing payments to eligible agencies as close to October 15, 2026, as practicable so those agencies may distribute the bonuses in accordance with the legislation, subject to the timely receipt of complete and accurate agency registrations, certifications, and any required corrections. The SBI will provide funding to the City of Wilmington equal to the eligible bonuses plus applicable taxes.

 

For the 2026-27 fiscal year, a sworn local law enforcement officer employed as an officer on June 30, 2026, is eligible to receive a compensation bonus in an amount up to one thousand seven hundred fifty dollars ($1,750).

BUDGET IMPACT:  

Funding in the amount of $395,000 is being provided through appropriations from the State. There is no local match or funding required.
