PURPOSE:
The purpose of this resolution is to authorize the City Manager to renew the lease agreement and system upgrade of the Wilmington Police Department’s (WPD) Use of Force Simulator System (Simulator) with VirTra, Inc. (VirTra), for an additional three years.
BACKGROUND:
WPD has been using the VirTra’s Simulator for the past six (6) years as part of officer training. The system trains officers to maintain full situational awareness during extreme stressful events. This training has proven effective in equipping WPD officers for handling situations they may face on a daily basis, which is beneficial to both officers and citizens. VirTra is upgrading their Simulator to further enhance these training skills.

BUDGET IMPACT:
The total estimated amount of the contract over three (3) years is $217,347, with sufficient funding in WPD’s FY26 budget in the amount of $77,629, and costs for FY27 and FY28 of $69,859, contingent upon approval of those annual budgets.
