PURPOSE:
The purpose of this ordinance is to approve a supplemental appropriation to the Parks Bond Greenfield Park Project (3CRPK1885) to pay for a change order to repair trail sections at Greenfield Lake.

BACKGROUND:
In 2016, Wilmington residents voted to approve a Parks Bond referendum which included a project to improve Greenfield Lake Park. Specifically, the project scope included improvements to the Park's Fragrance Garden, bridge repair, and trail repair. The Fragrance Garden project is complete. Demolition of the Lion's bridge is currently being advertised for bid. Bridge replacement funding is programmed in the FY25 Capital Improvement Program.

A contract in the amount of $385,720 was awarded in October 2024 for asphalt repairs to the park's five-mile trail loop. The scope of the contract is to mill and replace asphalt to improve the trail's integrity and contribute to its longevity. The project area spans 2.2 miles, beginning at the southern end of the lake and terminating at Yaupon Drive. The trail is a high-use park amenity serving the neighborhood and community at-large.

A change order in the amount of $174,435 is required to complete the project as scoped. There is existing funding in the amount of $43,494 (3CRPK1715) in the Parks and Recreation Capital Maintenance Fund and $60,000 in the Trail Repair and Preservation Capital Project (2TRST2325), which would both supplement the $70,941 of existing funds in the project to pay for the change order.
