PURPOSE:
Attached for your consideration is a resolution to allow the City to move American Rescue Plan Act (“ARPA”) funds in the amount of $58,243 to the Wilmington and Beaches Convention & Visitors Bureau Project (“CVB”).
BACKGROUND:
The City received $25,929,952 in ARPA funding from the U.S. Department of the Treasury. In 2021, staff presented an initial recommended funding plan to City Council, and staff have continued to provide updates as adjustments to the plan have been made. These adjustments have addressed evolving community needs while supporting economic recovery efforts and the City's continued fiscal stability. An initial $650,000 in ARPA funding was allocated to the CVB to provide tourism enhancements in the Wilmington downtown Riverwalk area; however, as the project progressed, costs are now estimated to exceed $708,243. The City has identified $58,243 that can be used towards the increased project cost.
BUDGET IMPACT:
The budget impact would be a transfer of $58,243 from the ARPA Digital Divide Job Project to the Wilmington and Beaches Convention & Visitors Bureau Project.
RECOMMENDATION / ACTION REQUESTED:
Passage of the attached resolution is recommended.
