PURPOSE: 

The purpose of this resolution is to amend the City of Wilmington Housing Affordability Advisory Committee (“WHAAC”) bylaws relating to membership in order to broaden the availability of qualified applicants.

 

BACKGROUND:   

On January 6, 2026, Wilmington City Council approved a “Resolution Establishing the City of Wilmington Housing Affordability Advisory Committee and Bylaws.” Since that time, City Council’s Appointments Committee has been considering applications to fill the eleven (11) membership slots on the WHAAC. The adopted bylaws specifically require one (1) member representing the Wilmington Cape Fear Homebuilders Association. In attempting to fill that slot, it was suggested that the requirement be broadened to simply be a homebuilder, preferably one who specializes in affordable housing, but without a requirement that they be a member of the Wilmington Cape Fear Homebuilders Association. The intent of this change is to make this specific membership slot easier to recruit for and to fill.
