PURPOSE

This resolution seeks to authorize the City Manager to establish standards and provisions regarding the creation and management of social districts.

 

BACKGROUND:   

In recent years, the City has received interest from businesses and the public concerning the creation of policies and guidelines that would provide for the ability to create social districts within the City limits. Earlier this year, a pilot program for a social district consisting of three Saturdays from noon to 5pm was authorized by City Council for the Brooklyn Arts District. Based on the experiences learned during that pilot program, input from City Council, and research conducted regarding other social districts' guidelines from Charlotte, Cary, Raleigh, and Greenville, the City Manager’s Office has been working on the development of general standards and provisions to be used in the event that other social districts are created in the future by City Council, including the creation of a Social District Advisory Committee, which would provide an annual review and ensure compliance of any authorized social district approved by City Council.
