PURPOSE

The purpose of this resolution is to authorize the City Manager, on behalf of the Wilmington Urban Area Metropolitan Planning Organization ("WMPO"), to enter into an agreement with the North Carolina Department of Transportation ("NCDOT") for the Section 5303 Planning Grant.

 

BACKGROUND:   

The City serves as the lead planning agency ("LPA") for the WMPO. NCDOT receives funds from the Federal Transit Administration ("FTA"), including funds made available to the WMPO to support a continuing, cooperative, and comprehensive (“3-C”) transportation planning process.

 

For FY26-27, the WMPO is eligible to receive Section 5303 funding in the amounts of $109,472 (federal) and $13,684 (state) from the FTA and NCDOT, respectively, with a required local match of 10%, or $13,685. The total Section 5303 award is $136,841.

BUDGET IMPACT:  

The locally matched funds are programmed in the City's adopted FY27 WMPO administration budget and in the WMPO’s FY27 Unified Planning Work Program (“UPWP”). An agreement between the LPA and NCDOT is required to expend Section 5303 funds.
