PURPOSE:
The purpose of this resolution is to authorize the City Manager to apply for a 2024 Fire Prevention and Safety (FP&S) grant to allow the Wilmington Fire Department to acquire, install, and educate residents on stovetop temperature-limiting control eyes on existing stoves in five (5) prioritized Wilmington Housing Authority (WHA) communities.
BACKGROUND:
The FP&S grant program is administered by the Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Grant Program. This program assists fire departments with enhancing the safety of the public and firefighters from fire-related hazards through fire prevention programs.
The Wilmington Fire Department has evaluated the City’s cooking fire risk and developed a program to reduce stovetop fires in vulnerable communities. The funds provided by this grant will reduce the risk of injury or death to both residents and firefighters and will lessen the risk of temporary displacement from housing units and associated costs.

BUDGET IMPACT:
The total project cost will be $122,543. Grant funds will amount to $116,708, with a local match of $5,836.
If awarded, the local match can be met with funds available in the approved FY26 Annual Budget.
