Attachment #1: Resolution

PURPOSE:

The purpose of this resolution is to authorize a new Interlocal Agreement (“ILA”) with New Hanover County (“County”) for the operation of the forensic lab.

BACKGROUND:

The original ILA with New Hanover County for the operation of the forensic lab was entered into on July 1, 2019, for one year, with the option to extend for four additional years, which expired on June 30, 2024. The term for the proposed renewal shall retroactively commence on July 1, 2025, and continue through June 30, 2026. Due to confusion with the signature process, the renewal is being executed late; however, there was no lapse in contractual coverage. The City’s responsibility under the ILA amounts to 40% of the operational expenses, with the County’s portion being 60% of those same expenses.  The City and the County must agree on any significant improvements or expansions to the lab before those costs are included in the shared operating costs. This ILA is subject to renewal annually, contingent upon approval for funding in subsequent budget years.

budget

BUDGET IMPACT:

The contract amount shall not exceed $293,173 in FY26, and funding is included in the FY26 approved budget.
