PURPOSE:
The purpose of this resolution is to authorize the City Manager to enter into an interlocal agreement (“ILA”) with the Cape Fear Public Utility Authority (“CFPUA”) to receive reimbursement for water line work on the Front Street Bridge Rehabilitation project (“Project”).
BACKGROUND:
The Project was authorized by City Council on February 17, 2026, to be awarded to Saffo Contractors of Wilmington, NC (“Saffo”). This project consists of a full concrete bridge deck replacement, repairs to the existing steel structure, recoating/painting of the existing steel structure, implementation of a 3-bar metal rail system that meets current NCDOT standards and specifications for pedestrian and vehicle safety, and the temporary and permanent support of a 10-inch diameter water line owned and operated by CFPUA.
The water line that will be affected by construction is currently mounted to the bridge under the west deck overhang. Since the bridge deck will be demolished and replaced as part of the project scope, the water line will need to be supported temporarily through construction and then permanently reattached to the new bridge deck. CFPUA has agreed to enter into an interlocal agreement to reimburse the City for costs associated with the water line work.

BUDGET IMPACT:
The City will be reimbursed by CFPUA in an amount not to exceed $131,077.65.
