PURPOSE:
This resolution is to award a construction contract to King Asphalt, Inc. of Liberty, South Carolina, for the construction of the Dawson and Wooster Streetscape Improvements Project ("Project") in the amount of $4,378,733.95. Additionally, this resolution will establish a $656,850 contingency fund for the Project.
BACKGROUND:
The Project spans approximately 0.75 miles along Dawson and Wooster Streets. The improvements in the project include, but are not limited to, filling in sidewalk gaps, installing curb bump-outs, improving pedestrian and ADA access, and resurfacing of Dawson and Wooster Streets between 3rd and 17th Streets. Under a prior agreement, NCDOT agreed to contribute funds for the resurfacing portion of the project.
Principal benefits of this project include:
* Providing aesthetic improvements to the City's primary gateway on Dawson and Wooster Streets;
* Maximizing use of public dollars by complementing and expanding upon existing sidewalks; and,
* Providing healthy and safe options to get exercise and travel.
The project was competitively bid through the City's Purchasing Department. Bids for the Project were received and opened on July 9, 2026, with King Asphalt as the lowest responsible, responsive bidder at $4,378,733.95.
