PURPOSE:
The purpose of this resolution is to authorize the City Manager to execute a contract amendment in the amount of $3,000,000 with Highland Paving Co, LLC of Fayetteville, NC ("Highland"), for the Annual Needs Roadway Maintenance Contract.

BACKGROUND:
The City entered into a 12-month contract with Highland, executed on May 10, 2025, that includes provisions to extend the contract for up to 2 additional one-year periods. This contract utilizes traditional milling and paving of roads that typically have a lower Pavement Condition Index ("PCI") rating based on a citywide pavement survey and analysis performed using the City's street asset management software. Also included in this contract are pavement preservation methods targeted at roads with higher PCI ratings, which will extend the road's service life without the full expenditure of resurfacing with new asphalt.

The attached map provides additional detail on the 2026 street rehabilitation work planned under this contract, totaling 54.52 lane miles.

The request to increase the contract amount by $3,000,000 represents the funding needed to complete the 2026 street rehabilitation plan. The annual needs street rehab program is designed to be coordinated with the City's annual needs drainage rehab program, and with CFPUA projects when feasible. These coordination efforts allow for scheduling of other projects prior to or in conjunction with pavement rehabilitation to minimize newly restored road surface failures.
