Attachment #1: Resolution

PURPOSE:

The purpose of this resolution is to declare certain City-owned personal property as surplus and to authorize its donation to Columbus County in accordance with N.C.G.S. §160A-280.

BACKGROUND:

The City identified four (4) desks, one (1) podium, and one (1) dais that are no longer needed for public operations and have been determined to be surplus, obsolete, or unused. N.C.G.S. §160A-280 authorizes municipalities to donate surplus personal property to another governmental unit when such property is no longer needed by the donating entity.

In the fall of 2025, staff identified these items and worked with Columbus County to donate the items. Due to the value of the items, staff inadvertently followed the disposal process instead of the donation process. Council approval is needed to donate these items.

Donation of these items allows the City to dispose of unneeded property in a manner that benefits another local government and promotes efficient use of public resources.
