PURPOSE:
The purpose of this resolution is to authorize the City Manager to execute an agreement with Dr. Yael Gold, P.C. for professional behavioral health and wellness services for Wilmington Fire Department and Wilmington Police Department personnel. The initial three-year agreement will total $600,000, with two optional one-year renewals of $200,000 each, subject to funding in all years subsequent to FY27.
BACKGROUND:
The City issued an RFP for professional behavioral health and wellness services for Fire and Police Department personnel. The program is intended to provide confidential mental health support and promote the wellness and resilience of first responders. Services include wellness checks and intake evaluations, ongoing therapy, confidential counseling, and crisis and critical incident response. The program is designed to improve access to behavioral health resources for personnel working in high-stress public safety environments.
The City received proposals from Allora Rise Counseling & Therapy (Borrelli PC) and Integrated Therapy Associates (Dr. Yael Gold, P.C.). Proposals were evaluated based on relevant public safety experience, staff qualifications, service delivery, organizational capacity, and references.
Following the RFP process, Dr. Yael Gold, P.C. was selected to provide these services. The initial agreement is for three years at $200,000 annually, with two optional one-year extensions at the same annual amount.
